These are coffee mugs, or just mugs in general if you're not interested in coffee. They're found in many of the markets around Epcot and fit well with the theme of the Flower and Garden Festival. They look exactly like small watering pails, which fit the theme of the flower and Garden Festival, and it takes a closer look to tell that the holes in the spout are only painted.
